On February 26, 2026, TowerCo of Africa Tanzania participated in the annual stakeholder engagement organized in Dodoma by the Ministry of Information, Communication and Information Technology, under the leadership of the Honorable Angela Jasmine Kairuki (MP).

This high-level meeting is part of Tanzania’s national digital transformation agenda and the implementation of the country’s 2050 Development Vision. It brought together representatives from public institutions, regulators and private sector actors to align priorities and strengthen coordination around a shared goal: making the digital economy a key driver of inclusive and sustainable growth.

For TOA Tanzania, this engagement goes beyond the telecom sector. It reflects a clear commitment to contribute, alongside public authorities, to building a robust, accessible and opportunity-driven digital environment for the entire country.

Tanzania’s digital economy: a strategic lever for national transformation

Tanzania’s digital ecosystem is evolving rapidly. The progressive digitalization of public services, the growth of digital financial services, the expansion of educational platforms and entrepreneurial dynamism are transforming the ways citizens produce, exchange and access services.

In this context, the digital economy is not just about technology. It is a strategic pillar for:

  • Modernizing public administration
  • Enhancing economic competitiveness
  • Promoting social inclusion

It enables:

  • Improved efficiency of public services
  • Stimulation of local innovation
  • Strengthening of financial inclusion
  • Broader access to education and information
  • Attraction of investment and support for economic growth.

For this transformation to be sustainable and equitable, it must rest on solid foundations. The quality, resilience and accessibility of digital infrastructure are therefore key structural elements of the national strategy.

An ambitious Development Vision 2050

The annual stakeholder engagement aligns with Tanzania’s long-term vision: the Development Vision 2050. This framework aims to position the country as a competitive regional player in the digital economy while ensuring an inclusive transformation.

Key national priorities include:

  • Strengthening nationwide connectivity
  • Modernizing digital infrastructure
  • Developing an environment conducive to innovation
  • Promoting structured public-private partnerships
  • Reducing territorial disparities in digital access

The framework emphasizes actor coordination and the optimization of available resources. Collaboration between public institutions and private partners is thus considered a critical lever to achieve these ambitions.

TOA Tanzania: a strategic facilitator of digital transformation

By actively participating in this institutional engagement, TOA Tanzania reinforces its position as a strategic facilitator of the national digital transformation.

As an independent provider of shared infrastructure, the company contributes to structuring the country’s digital architecture. Its model is based on infrastructure sharing, optimizing investments, improving operational efficiency and supporting a coherent and sustainable expansion of connectivity.

Beyond the technical dimension, TOA Tanzania’s approach is systemic:

  • Supporting the government’s long-term vision
  • Contributing to the resilience of critical infrastructure
  • Promoting a stable and attractive digital environment
  • Assisting operators and institutional partners in their development ambitions

This positioning makes TOA not only an infrastructure provider but a key player in Tanzania’s digital ecosystem.

Public-Private cooperation: driving a sustainable digital economy

The Dodoma dialogue highlighted a fundamental principle: a country’s digital transformation cannot be driven by a single actor. It requires close coordination among public authorities, regulators, operators and infrastructure providers.

The public-private partnership model enables:

  • Better allocation of resources
  • Reduction of redundant investments
  • Acceleration of strategic projects
  • More effective governance of digital initiatives

By promoting infrastructure sharing and a collaborative approach, TOA Tanzania contributes to a virtuous dynamic where economic efficiency serves the public interest.

Tangible impact for communities and the National economy

The digital transformation supported by the national strategic framework produces concrete impacts.

For citizens, it means better access to digital public services, financial solutions, and educational resources. For businesses, it creates an environment conducive to innovation, competitiveness and integration into broader value chains.

In rural and underserved areas, gradual infrastructure improvements help reduce territorial inequalities and strengthen national cohesion. Connectivity becomes a factor of balance and opportunity.

TOA Tanzania’s engagement thus aligns with a broader vision: supporting a digital economy capable of generating inclusive, sustainable and resilient growth.
